Video buffering/playback slow

In the last 3 weeks since about the 23rd of January 2014 any streaming video I try to play has been very slow. My internet speeds are 28mps download and 5 mps upload. I have a mac running OS 10.6.8. I have the same problem on Safari, firefox and chrome. I have cleared the cache and all data from both my browsers and the flash control section in my system preferences menu. I have also rebooted my computer.

Any ideas?

    Have you "hard restarted" your modem and/or router?

    My ISP has had numerous problems this last month. I usually do a hard restart about every 30 days, but I've had to do four in the last two weeks because of speeds slower than dialup.

    Thing is, Flash Player streams based on your connection speed (and any hiderances there may be, to it). It has nothing in it to slow or speed that up. Even data storage in Flash Player is "post downstream".
