Videos are green

I am using chrome (but it happens in every other browser I tried as well). I watch a video and then suddenly it turns green and starts staticing and skipping frames till the end. It happens both on youtube and on other sites with embedded videos.

Before anyone suggests to turn off hardware acceleration I ALREADY TRIED that and it did exactly NOTHING - same problem with or without it. I also disabled hardware acceleration in windows media player thinking that maybe some of the videos are referencing it somewhere but that didn't help either. Finally, I am NOT talking about any green bars on top but FULLY GREEN videos.

Next I disabled the built-in flash in chrome (through the plugin page) and installed a separate flash from the website but still green screen after a while and a need to reload. When I reload, i can sometimes finish watching the video but other times it happens multiple times and its very annoying.

I also deleted the flash cache from the control panel and that didn't help either.

What do I do next?
