VIDEOS WON'T PLAY UNTIL FULLY LOADED

so i can't watch any stream video it just keeps on loading forever and only plays the video after loading everything (this is starting to really make me angry) never had this issue now i have in my desktop, don't even try to tell me its internet problem because i have over 20mb/s download and 10mb/s upload so it's not my internet, youtube works fine. tried everything, windows update, malwarebytes, sfc/scannow, reinstalling flash player, installing older versions and nothing, thing is i know it's a bug with the current version of fp or just a general bug because i have a laptop and there i have fp 18 and there i have no problem watching the video [LINK REMOVED] help me fix this please, i'm already really angry because this just came up suddenly, when i 1st built my desktop there was no problems watching everything, then after 2-3 months boom the bug.
