W7 64bit IE-11 flash player popup asking to allow Flash Player does not work.

Flash player is installed and enabled.

Allow Flash Player popup will go away when "Allow" is clicked, but comes back again, and again, & flash content won't play.

Anyone know how to fix this problem?
