Want to sync playback with TV, need to delay stream

I want to be able to delay the streaming audio (from my college radio coverage) to sync with TV (want to mute TV and listen to stream on Adobe Flashplayer).  Windows 7 pro, Flashplayer 23.0.0.207, Firefox 50.0 or IE 11.

When I go on iPhone, the app seems to have a 30sec repeat button but that is not available on PC.

Is there any way to delay playback on PC?

This is not a use-case that we'd support directly, and just jumping back 30 seconds in the stream is a really coarse solution (a/v sync problems start to be detectable around 50ms). 

It's probably much easier to figure out how to get the TV audio over to your sound system.  There are plenty of cheap options on both the wired and wireless fronts.  (If you're broke, monoprice.com is a good resource for cheap specialty audio stuff)

You are missing the point, I'm trying to get streaming audio from a website to match up with the TV.  (at least close enough to not know the result of a play before it happens.)  Typically we are listening to a sports event where we want to listen to a streaming radio broadcast from our state rather than listen to the sound on the TV.  It is fairly common for the TV coverage to have a slight time delay so they can edit it as needed.
