Websites don't recognise embedded Flash player in the IE11 and Edge browsers (Windows 10)

I have a problem where certain websites (i.e. BBC News) don't recognise embedded Flash player in the IE11 and Edge browsers.  The web page loads but Flash content is overlaid with a message stating "You need to install Flash Player to play this content".  Following the "Download Flash Player" link within this error message takes me to an Adobe page where there's a 'Test Flash Player' button which loads and displays a Flash component without any issues.
This issue is on a local account with Standard (non-Admin) privileges and seems to be a problem with account privileges.  IE11 opens the same Flash content without any issues on a different local account on the same PC which has Administrator privileges, and it also opens OK if I open IE11 on the Standard account using 'Run as administrator'.
This issue has appeared since the February 2016 'patch Tuesday' updates but I can't be sure the updates caused the issue.  Embedded Flash Player in IE11 and Edge worked fine up to this time.
Any ideas what's happening and how it can be fixed?

    First, confirm that ActiveX Filtering is configured to allow Flash content:

    Internet Explorer 11 and Edge introduce a number of changes both to how the browser identifies itself to remote web servers, and to how it processes JavaScript intended to target behaviors specific to Internet Explorer. Unfortunately, this means that content on some sites will be broken until the content provider changes their site to conform to the new development approach required by modern versions of IE.

    You can try to work around these issues by using Compatibility View:

    http://windows.microsoft.com/en-us/internet-explorer/use-compatibility-view#ie=ie-11

    If that is too inconvenient, using Google Chrome may be a preferable alternative.
