Hi,

As of Windows 8, Microsoft embeds Flash Player in IE and all updates come from Microsoft via Windows Updates.  For Server 2012, you'll need to enable Desktop Experience to enable Flash Player in IE.  Please see https://social.technet.microsoft.com/forums/windowsserver/en-US/4a178833-1fe0-4cec-81b0-bb8769f0ea03/how-do-i-install-flash-player-in-server-2012‌ for information
