You should always run the latest version of Flash Player.  Anything older leaves you at significant risk for malware.

I wish I could run the latest version, but as it says in the Tech specs it requires 128MB of graphics memory and the computer only has 64MB. Therefore, I need to know in which version they changed the requirements from 64 to 128MB. There are no specifications listed on any of the older versions. I think version 11 only required 64MB VRAM, so I could just keep loading the older Flash versions from 11 up until it quits working and then backtrack, but that seems pretty pointless.

We're not going to block you from running or installing the player in this instance, we just can't say that it's an experience that would necessarily meet our bar for something we'd want to ship.  Given the choice between the potential for some performance problems when running complex 3D content and the risk of malware from running an older version, I'd go with the current one.
