While installing new version of Flash Player 22.0.0.209 asking admin credential

We are doing the testing of Adobe Flash Player 22.0.0.209 to make a package for our environment. While installing the application in our test machines/VDIs it is asking for admin credentials. After entering admin credentials still we are getting prompt to enter credential, which should not be there?
