why adobe flash player settings ("always ask" is my default setting) does not respond when "deny" is selected yet does respond when "allow" selected

This issue has always occured on any computer that I have used or owned. A little pop up window opens asking if information can be stored on my computer and is not removable until "allow" is selected. Why is the option of  "Deny" shown if it can never be utilized? Additionally, this pop up window causes the cursor to blink at a rate 4-5 times faster when a video is showing. Any information would be appreciated as this has had me puzzled for a long time. Thanks.

    It would be the latest version of Adobe flash player since updates are automatically installed.
