Why Can't I get Flash Player to appear in Add-ins

Have windows 8.1, updated, ie11, use to have Flash Player, but cannot find/load it now. ActiveX is off. When I try to re-install or check for Flash Player I get message below

    Hi,

    As of Windows 8 Microsoft embeds Flash Player in IE and all updates come from Microsoft via Windows Update, as such, the standalone Flash Player installer does not work on Windows 8 and above.


    If ActiveX Filter is disabled, please ensure Flash Player is enabled.  See Enable Flash Player for Internet Explorer.

    First, confirm that ActiveX Filtering is configured to allow Flash content:

    Internet Explorer 11 and Edge introduce a number of changes both to how the browser identifies itself to remote web servers, and to how it processes JavaScript intended to target behaviors specific to Internet Explorer. Unfortunately, this means that content on some sites will be broken until the content provider changes their site to conform to the new development approach required by modern versions of IE.

    You can try to work around these issues by using Compatibility View:

    If that is too inconvenient, using Google Chrome may be a preferable alternative.
