Why can't you apply for a new distribution license?

Adobe is no longer accepting distribution licenses in certain regions.  Since you received this email, you are in one of the regions no longer accepting licenses. To download Flash Player, please go go https://get.adobe.com/flashplayer.

Also, Flash Player now has a date when it will be closed down (2020). So Adobe will be taking active steps to discourage dependency on it.
