Why does Flash stop downloading at 30% and then stop.

I had flash on my mac and I had to update it so I tried. After going through all of the steps I proceeded to download the new update and as it was downloading it just stopped at 30% and I left it there for a while and it just stayed on 30%. I then uninstalled Flash and tried to reinstall it and the same thing happened and I also tried to do the clean install and that doesn't work either. I don't know what is going on but now I'm not able to watch videos or play games on my mac anymore because this keeps happening. Please help.
