Is this a FarmVille question?  After the March 10 Flash release, many people reported severe problems (mainly excruciating slowness, and an eventual crash when they finally clicked on one of the many "not responding" dialogues) playing FarmVille in Chrome.  Many also reported that the new problems went away if they played in a Chrome incognito window (or a Firefox private window, etc).; Turning off "the Flash cache" (as Zynga calls it) also fixed the problems.

Anyway, sure seems to me to be strongly related to this bug, filed the day Flash version 21 was released:

Bug#4127476 - Very poor performance reading/writing LSOs in Flash Player 21

"LSO" (Local Shared Objects) is what Adobe calls "the Flash cache".  Playing in an incognito/private window doesn't save data into, or read data from, the Flash cache, for the same reasons such windows don't store HTML cookies. So that sidesteps the severe LSO performance regressions.

It's very relevant to FarmVille, because that game makes extreme use of LSOs when "the Flash cache" is enabled, often storing over a gigabyte of game state in LSOs

Or, if this question isn't about FarmVille, you really need to be more specific .
