When I go to certian websites, like facebook, or my school blackbored account, it says I need to update flash player to play games, or do something interactive. Why is it doingthat if my computer keeps telling me I have the newest update and that it's installed.

IF there's a fix coming for this, it needs to come from Microsoft, because THAT'S where the problem is. IE11 isn't being recongized (due in large part to faulty code) by dozens, perhaps hundreds, of websites, including Yahoo, BBC, Facebook and ESPN just to name a few. If the browser isn't recognized, the Plugin isn't either. Adobe can't fix that.

Microsoft recommends enabling Compatibility View for affected pages. Problem with that fix is (as I've seen); it has met with very limited success at best, and Microsoft appears to be in no big hurry to release a real fix for it. If Compatibility View helps, use it, but...
Basically, Microsoft's solution is "change the settings to pretend you're not really using IE11, but something else".
I'm not real big on "pretending", so I recommend actually using something else.

Firefox (Mozilla)

Opera (Opera)

Safari (Apple)

Chrome (Google)

Firefox, Opera and Safari all use the Flash Player Plug-in (For all other browsers).

Chrome has its own Flash Player built in.

ANY of them will work where IE11 won't.
