why is flash not supported on samsung 10.1 tabs using 4.1.1 android

Why no support for 10.1 using 4.1.1 android?   seems stupid not to  and so much content on network is not available  whose fault is this adobe or samsung  it seems less quality from less reliable/qualitycompanies are supported
