Why won't my Flashplayer stay loaded?

I keep getting messages that I need to either upgrade or download latest version of FP.  I have repeatedly downloaded FP - both the 64 bit version & the 32 bit version.  Happens in both Firefox 25.0 and IE9.  I know it is probably a setting somewher but I haven't a clue what or where.

    Usually in cases like this, I recommend a FULL clean install:

    Download the following files by right clicking and selecting "Save target as" or "Save Link as".

    Flash Player Uninstaller

    Shockwave Player Uninstaller

    Flash Player for ActiveX (Internet Explorer)

    Flash Player Plug-in (All other browsers)

    Shockwave Player 12 FULL Installer (Other browsers)

    Save ALL files to your Downloads folder - DO NOT RUN anything yet.

    Reboot your system.

    BEFORE opening anything else, go to your Downloads folder and run the UNINSTALLERS to remove all instances of Flash Player and Shockwave.

    Next, run the ActiveX Installer.

    Then, run the Installer for other browsers.

    Next, run the Shockwave FULL installer for other browsers.
    To install the FULL Shockwave for AcitveX, visit: http://www.adobe.com/shockwave/download/download.cgi?P1_Prod_Version=ShockwaveFull&P2_Platform=Win32&P3_Browser_Version=MSIE using IE and install it from there.

    Once everything is installed, see:Enabling Flash Player in Internet Explorer  and: ActiveX Filtering in Internet Explorer  to make 100% sure that Flash Player is enabled and NOT being blocked by ActiveX controls.

    Simply turning off Active X filtering did the trick but I am saving your email in case I run into more issues.  Thank you again.
