Will Adobe Please Provide Offline Distribution Link of Latest Adobe Flash Player to a Poor User?
As a person who is handicapped and lives at the poverty level, I can't afford a new computer, and I find it prejudicial for Adobe to discontinue its download link to update Adobe Flash Player through its Offline Distribution center. My PC is currently running: AFP 23.0.0.162, OS Win XP, Ver 2002, SP2, and am using latest version of Firefox 49.0.2.
Here's Adobe's notice that they are "decommissioning" the Offline Distribution of Adobe Flash Player:

My computer crashed late last year 2015, and I was able to do a PC recovery, but then Microsoft pulled the same crap as Adobe and removed its download links so I can no longer update my PC to the latest Service Pack 3 upgrade. They removed the SP3 links because they want users to buy their new OS product Vista or higher OS versions. Like I said, I just can't afford a new PC or OS. So I'm stuck with the SP2 that was originally installed on my PC.
So when I go to the latest Adobe Flash Player download link => Adobe Flash Player Install for all versions, and download the file, I get a connection error when I try to install the file:

Through research on Adobe's forums, I'm getting this connection error because my PC is outdated and has nothing to do with my connections, including my internet connection. To get around this connection error in the past, I used to use Adobe's Offline Flash Player download center, then they "decommissioned" the download links. Unbelievable.
I already understand that I'm getting this error message because my PC system is way outdated, but what can I do I'm so poor, I can't afford a new PC or OS? I never had any problems using Adobe's Offline Distribution center and was happily able to download the previous latest update file: install_flash_player_23_plugin (23.0.0.162). Lately, almost every site I'm visiting is giving me pop-up error messages on my upper task bar informing me that my Adobe Flash Player is outdated.
So here's my question to Adobe: is there any way Adobe can make an exception to helping a poor user by giving me a download link to current and future Offline files of the latest Adobe Flash Player? Thank you.
