Will Flash do this or is there another Adobe product?

I am looking to accomplish the following:

I want to create a chart that will be in the shape of a pyramid. I also want to create several card shaped objects, each with wording on them. I want the user to be able to click on a card and move it into place on the pyramid. It would be kind of like a solitare game or a jigsaw puzzle but simpler. The once the user has made there selections, they need to be able to save their choices and email the finished chart back to me.

Is there an Adobe product that will enable me to create this? I can learn software very quickly so any suggestion is appreciated. If no Adobe app will accomplish this, is there a programming suite/language that would work best for this? Or perhaps a non Adobe product?
