WIN 10 IE8 Flash player stops working on user accounts

Question

Flash player stopped working on the user account but works on the admin account. Screen says not installed, go to install - says its already installed. Try test and it says not installed or blocked. Check controls - not blocked. Admin and user settings identical.

....any ideas?

P.S tried Microsoft and they say its an Adobe issue. Try install flash and it says flash is embedded in the windows browser 9 (a Microsoft product) round in circles both on screen and on phone.
