Windows 10 Flash MS Update Issues

Recently I've noticed the all of the W10 1607 machines I admin are refusing to upgrade from 29.0.0.171 to 30.0.0.113 nor 30.0.0.134.  This applies to only the ActiveX component.  In fact the C:\Windows\System32\Macromed\Flash\Flash.ocx shows version 29.0.0.171.

I have only tried updating the ActiveX component with Microsoft Updates.  The KBs I've tried are KB4287903 (yes I know it's from June) and KB4338832.  I have tried both the 32bit and 64bit OS updates for kicks, neither work.  I even tried all of the other Windows 10 versions of the update, didn't work.

I also tried to unregister and re-register the falsh.ocx and then apply the updates, didn't work.

Does anybody have any ideas on how to get the ActiveX components updated?  The PPAPI and NPAPI are updating just fine.
