Windows 10, Google Chrome, "Couldn't load Plugin" how to fix?

Was happily using chrome browser, w/flash plugin enabled, on my HP Pavilion 20.310, Windows 10 update from 8.1...for months...then suddenly began getting "Couldn't load Plugin" on FB games, then on Wild Tangent games, then on every page requiring Flash plugin.  Running Windows 10 with all updates, Google Chrome Browser w/all updates.  Steps I took to fix/troubleshoot:

1.  did the About:plugins...disabled, then enabled flash plugin, closed and restarted browser.  No fix

2. did System Reset on Windows 10, no fix

3. did Firewall check on Windows 10 to add Flash to allowed exception - BUT...Flash appearing as "stopped" and unable to click to Add.

4. uninstalled Wild Tangent game app...re-installed but w/o Flash no graphics, so re-uninstalled, currently uninstalled.

5. Did "clean boot", then normal restart.  No fix.

I am thinking I might have to uninstall Google Chrome browser, and reinstall, but not looking forward to losing bookmarks, hist. ect,

WHAT am I missing?

Still trying to make my Flash usable:  Did Google Chrome reset...no fix.  Cleared history and cache...no fix. performed windows 10 troubleshoot on hardware...no issues...no fix.  It appears that a great many users are having a problem with Flash plugin not loading..from Macs to PC, fixfire to edge et al....tried all the usual fixes....how about some help.

Please don't post the same problem to multiple topics. It's very confusing and results in duplicate/triplicate work for those trying to assist you or results in multiple people assisting you.
