wont install Adobe Flashplayer, Says Internet explorer needs to be closed but no pages are open

i cant seem to get flashplayer to update. i even removed the other version and tried to install it then. it gets to 50% and then stops saying i need to close my internet explorer. everything is closed, so im not sure what to do from there.
