Add mx.utils.RpcClassAliasInitializer class to rpc.swc on 3.x branch. We build fds.swc in LCDS against both 3.x and 4.x versions of the Flex SDK and since fds.swc has a dependency on this class it needs to exist in both places.

Bugs: 2638788

Tests run: Verified that rpc.swc built successfully. Testing to follow.
