Change hacks in ButtonBar that force every renderer to update. Suppress selectedIndex adjustment in ButtonBarBase if the dataProvider is a ViewStack

QE Notes: Some Mustella test will fail because there is a bug in the test media that is now exposed because we cleaned up the way we adjust selectedIndex. ButtonBar/SWFs/Assets/TestComp.mxml does not add newVS to the display list (and should)
