Question

Can I create one InCopy link and assign it to multiple InDesign files (or vice versa)?

For example, I have a paragraph that I reuse in multiple InDesign files for the same product. I would like to create one parent link that is assigned to each of those InDesign files, so that when I make a change I only make it once. Is this a capability of InCopy? Or is this something that InDesign is capable of? (I realize this is the advantage of having a CCMS, which we don't have yet.)

Yes, you can do that. As a bonus, you can define the paragraph style differently in each InDesign document so it will be styled to match.

Could you please break down how to create the parent link and assign it to multiple different InDesign files?

It's no different than placing any other file. Find the ICML file you want to use and then use the file > place command in InDesign with any INDD file you'd like.
