Can I export an editable InCopy file from InDesign?

Hello. Working in a big cultural institution I am currently looking for a way to create a design (A4 info sheet) which can then be handed over to my colleagues who would prefer to use only InCopy. As far as I know, InCopy doesn't work on its own but allows to edit text which then needs to be updated in the original InDesign file, but maybe I am wrong?

Is there a way to "transform" an InDesign document into an InCopy document so the colleagues would be able to apply final adjustments to the file in InCopy and then create a PDF from it?
