Command Bar is Gray / Missing Controls

InCopy's command bar is not showing any of the controls/buttons. I have tried everything. Removing/readding it, etc. I have found other people online with the same issue, but no solutions except people saying "Window > Command Bar" which is not the solution. The Command bar IS active. It is just blank. Anyone have a way to fix this?
