Conditional Text in linked InCopy stories

Issue: Conditional Text is malformed when in use in linked InCopy story that is shared between four documents. If the InCopy story is edited in one document, text that was previously unconditional gets converted to conditional and hidden. I am attempting to use conditional text as a filter for a single InCopy story - this InCopy story contains features for four products - some of the features are shared (unconditional text) and some are exclusive (conditional text for each respective product).

Help>System Info>Copy the top line with Photoshop version
Provide OS and version: Windows 11 InDesign v19.1 InCopy v19.1

Reproduction Steps:
Step 1 to reproduce the issue: Check out source InCopy story and add conditional text to items in a bulleted list
Step 2 to reproduce the issue: Check in InCopy story
Step 3 to reproduce the issue: In a different document that contains the same InCopy story, update the link to the InCopy story

Expected result: The feature sets offered for the respective product display.
Actual result: Unconditional text is hidden and becomes arbitrarily marked with conditional text. Conditional text that is specific to the document loses or gains conditions without explanation.

We're on this in the InDesign forum already so I'm going to lock this to avoid any confusion.

in the future, to find the best place to post your message, use the list here, https://community.adobe.com/

p.s. i don't think the adobe website, and forums in particular, are easy to navigate, so don't spend a lot of time searching that forum list. do your best and we'll move the post (like this one has already been moved) if it helps you get responses.
