Enabling/disabling tool tips (article pop-ups)

Used to be that the Interface preferences had a tick box for turning the mouse-hover tooltips (may be called article pop-ups?) on or off, but I can't seem to find that anywhere.

Is that still possible in Adobe InCopy CC?

    The drop down menu allows you to turn them off if you select "None":
