Does InCopy CC 2016 have a libraries panel as in InDesign?

CC2017 (there is no CC2016) does not have a "CC Libraries" panel since it doesn't have the ability to place or link assets.

Sure thing, I should mention that you can still share assets with InCopy if you link images through Creative Cloud, however InCopy can't on its own place them.
