Starting in Layout Mode navigation keys are dimmed

When the preference is set to open in Layout Mode in InCopy without any documents open then, when opening a document the navigation options bottom left are dimmed.

Minimizing the programme, returning to the desktop, and maximizing the programme again the options become available... Both on Mac and Windows.

We've had the issue for the past 3-4 years, I've shown it to Adobe twice and apparently it's send to the developers, without any resolvement.

Am I the only one with this issue? or does anyone else experience the same?

Any ideas?
