Unable to check out this file

I've seen a number of related issues, but nothing that addresses my need:

 

Currently working with a remote team of copy editors and designers. .indd file can be opened in InCopy but cannot be checked out. It tells me who has it checked out, but I have confirmed this person does not have the file checked out. 

 

Workflow: Indesign --> Assignments created --> Document packaged to shared Dropbox --> File opened on IC on remote computer(s)

 

Questions: Is there a way to force check-in a file? Is anyone having similar issues?

    First things first...stop using assignments. Just export all of the InCopy content.

    As for the issue, if the person that is showing as having checked out the stories did not check them back in properly this could happen.

    Finally, make sure nobody has smart sync enabled.
