Admin connection OK but no PING

Any ideas why I WOULD be able to remotely connect to and login to FMS2 using the Management Console but NOT be able to ping the server, restart the server or view any server stats? I always get "Failure attempting to ping Test Server" or "Error requesting stats from the server Test Server". I can also see the list of applications I registered in the Management Console but nothing happens when I try to start them.

Server is on RH ES4
Management Console is opened from Windows. Pinging the FMS server manually from command promt works fine.

Obviously client apps can't connect to the server apps either.

You need to have a package installed called 'seamonky_nspr' which is on disc 1 of the ES 4 installation but not installed by default. For some reason FMS2 installs without it and even runs without displaying any error messages or writing errors to the log. However, when shutting down the server using "./fmsmgr server fms stop" and error appears concerning a missing library.
