Adobe Media Server Starter Limitations

I am trying to decide if I need to purchase Adobe Media Server Standard.

I already have Adobe Media Server Starter installed on my server.

The starter version says it's limited to 10 RTMP.

Does that mean only 10 viewers on different computers can watch a single RTMP stream?

Or does it mean that I can only have 10 RTMP streams streaming to the server at the same time?

Any information on this would be greatly appreciated as I seem to not be understanding the product comparison charts.idi
