Please help me!--rendering makes the images or video blurry (very pixelated) deteriorates the image  Adobe Premier Elements 13  need help!

.jpg and mpeg images,  but I have never "rendered" before since I got APE 13 about 6 weeks ago.

I am desperate for someone to tell me what is going wrong.  I need to finish a project in a week and I never expected this problem!!  Please help me or

I have to tell my parents all the money I spent on APE13 was a waste!   (I did have APE 9) but I never rendered on it before either.  Is this a problem with APE?!!
