Can Adobe Media Server 5 launch external processes?

For example, can I, through server-side scripting, or anything else, tell it to launch cmd.exe with arguments?

I'm trying to trigger a server-side process to create thumbnails from uploaded videos.

Flash is what I use to upload media content.

And I've since fixed it so that Flash creates the thumbnail.
