Cannot access Administration Console, using localhost user/pass

Cannot access Administration Console, using localhost user/pass

I checked amsadmin (admin user) is active as i am able to change password, update .ini files start/stop server

still cannot login using the console, where can i find the root cause of the issue?

Please assist
