Cannot setup https

I have adobe media server 5 installed running apache 2.4 on a windows 2012r2 server. Since Chrome 80 now defaults to not allowing mixed content my videos are no longer loading properly as we do not have https setup. I am attempting to do so but cannot get it to work.

I've setup the cert and can see the cert, but if I go to https://AMSurl/index.html I never get a connection.

http is working fine and loads. Seeing this in the logs:
2020-06-01 12:46:17 3004 (i)2631174 Listener started ( _defaultRoot__edge1 ) : 127.0.0.1:443 (rtmfp)/v4 -
2020-06-01 12:56:58 3004 (e)2661034 Connect failed ( , 13542176 ) : Connect failed: (10061) -

Can someone detail how to setup SSL? I've enabled the port in the ams.ini file as such:
ADAPTOR.HOSTPORT = :1935,80,-443
In the adaptor xml file I've added the path to the cert (.pem format) and have added the key.

I still cannot load anything over https. What am I missing!! Please give details and not just a reference to the ssl cert section in the guide. I've tried all that and it still is not working.

    Does anyone know if port 443 can be used for VOD files? Or is it strictly reserved for RTMPS?

    There are two different services running for VOD (HTTPS via apache) and then RTMPS (AMS). I believe you have to pick one and honestly I would just the apache version as the Flash Player just isn't used anymore for the most part. Outside of that you could bind each service to an IP... Support for AMS has moved to a new company though, so it might be good to check in with them.
