connect to flash communication server

i installed flash communication server mx 1.5 development edition and
i tried to connect to it from the administration console
but i can't
the error message is:failed to connect to server
the username and password are correct
what is the problem?

    Is the admin console .swf on the same machine as FCS?

    Also, what are you using as the host name? If the console .swf is on the same machine as the server, you can use localhost. If the .swf is on a different machine, you'll need to use the IP address of the FCS server.

    yes
    i write localhost for the host
    it is in my local machine

    The first things I would check are:

    1. Are the FCS and FCS Admin services both running?
    2. Is there a firewall blocking ports 1935 and/or 1111 ?

    yes they are i see them running in the services
    2. Is there a firewall blocking ports 1935 and/or 1111 ?
    i have zonealarm firewall and i even shut it down
    and it still doesn't work
    when i open it
    i set confirm to it to access to the internet
    how can i set/check specific port and not program?
    and also do you have any other idea?
