Controlling Video Stream Quality

We've installed FMS2 and posted a high quality video. Everything looks great on high speed connections, but lower bandwidth connections have really chopping, stop and start video quality. How can we control the quality of the outgoing video stream? I thought that FMS would control this as part of the streaming process?

    FMS does not change the quality setting of the stream, it can only modulate bandwidth dropping frame. This is a behavior common to all streamer servers.
    If you want to serve clients with different bandwidth, prepare a set of videos encoded at different bitrates. Then use a bandwidht measure routine to choose the right bitstream.
