disable HLS / HDS fast-forwarding

Is there a way to disable HLS (or HDS, as well, in fact) fast forward in strobe at the client

side, or at the server side (with HDS via mod_f4fhttp, or plain apache HLS serving)?

Licensor requires that their content not be fast forwardable.

If we used http progressive streaming, what would be the detriment compared to HLS/ HDS in this no-ffwd case?
