Easiest way to set up dynamic streaming?

I recently installed FMS 3.5 and loaded 3 of the same video w/ different bit rates into my vod folder.  What's the easiest way to set up a dynamic stream for these videos?

    I have FMS 3.5 set up and the videos in my vod folder.  What I'm looking to do now is create a .swf file with a video player so I can stream videos over the web.  I would like to set up dynamic streaming so the video bit rate automatically adjusts depending on the user's connection speed.   I'm not sure how to create the swf file.  It will probably require some action script so maybe I'll post the question in the action script forum too.

    If you try it yourself, just make sure you have FLVPlayback 2.5 install.  It can be found here - https://www.adobe.com/cfusion/entitlement/index.cfm?e=fms35
