f4mconfig tool - cant run it

Just installed AMS5 for a POC, but I am unable to run the f4mconfig tool at all in the browser.

install is on Win2008 server, with IE8.

is this a known issue? do I even need to use the f4mconfig tool?

yep all should work fine, but ended up just running it locally on laptop to get the manifest
