can flash media live encoder be used as a webservice that can be used from web browser.
if yes then how .
if no then can the feild be controlled from configuration file

    No... FME does not have any facilities for negotiating with a webservice or communicating with a browser. You can create an FME profile xml document and distribute that (sort of like Justin.tv does), but your users will need to apply that profile manually.
