FMS Live Streaming Issues

Currently running into choppy video on our live streaming sessions. It seems that some users experience good quality and others bad quality but it is sporadic. Sometimes a user will experience a bad video (browser window) and restart the session and the the video will be fine (at times it requires multiple restarts). I'm trying to find the root cause of this and we've almost narrowed it down to some server settings. We also have a seperate VOD stream that runs off the same server but it seems to play fine, only the live stream has issues. Any thoughts?

When we do a live broadcast we can have up to 50 clients connected. We have ran network utilization captures and we are not experiencing bandwidth overutilization.

    Also, would it be worthwhile to update since I have 3.5.1? I just saw that it's up to 3.5.7 at this point.

    What are the optimal settings within the server file that can be changed to enhance the client side experience?
