Frame Accuracy in FMS 4+

I'm using the step() function in FMS 4+ and getting inaccurate results.  The NetStream often reports to me (via .time()) a value one frame lower than where the video actually is.  I was reading about achieving frame accurate seeking (http://cookbooks.adobe.com/post_Enabling_accurate_seeking_in_video-18938.html) and honestly don't know what it's trying to explain.  It says FMS can create keyframes on the fly, so since I'm using RTMP should this just work, or is there something else I need to do?  I am using inBufferSeek.
