How can I deliver HD Video in different bitrate based on enduser's bandwidth

Hi,

I am new to Flash Media Server. I want to deliver HD Video in different bitrate based on enduser's bandwidth.Also enduser should able to change the bit rate like 200p, 700p, 1500p.

How can i achieve this.
