Internet radio streaming services

Hi - I'm looking to start a service which provides people with the chance to set up a radio station on the internet. I know that this may require FMS and would like to know how I can do this? I'm looking to provide the service on a premium finance format. The idea is: the user fills out a form, that is sent to me via email. I then activate their radio stream from my server and inform them of the stream details. I'm looking to have multiple streams with this as it's a big project idea which I've pondered for a while.
