Is there any border to keep quality playing live video for one live stream ? ( sometimes live stream is stopped at watcher side)

i have a problem that

Publisher side : RTMP

Watcher side: RTMP or HLS player

sometimes my live stream( ,which publishing via AMS ) is paused and resumed again and again at watcher side without my intent in case access amount is 900 or more.

(and sometimes view's quality become bad.  )

But other stream is no problem at same server , same env.

Please tell me some solution to resolve this problem if you have met similler problem.
